BCC Accountant – Job Description

BCC Accountant

Clerk to Board Accountant to handle moderate-level accounting duties with a moderate degree of decision-making.  Scope will include fixed assets, grant oversight, assist with budget prep as well as payroll and payables data entry backup.  Ideal individual will be adaptable for cross-training for potential succession into other positions.  Position will answer directly to the Finance Director for the Clerk to the Board of County Commissioners, under ultimate direction of the elected Clerk of Court.

Primary duties to include (but not limited to):

  • Posting/entering asset additions, deletions, and transfers
  • Screening provided documentation for additions, deletions, and transfers to make sure it is sufficient per policy
  • Custody of fixed asset addition, disposal, and transfer records
  • Custody of master subsidiary listings for non-equipment capitalized assets, including land, buildings, infrastructure, and improvements other than buildings
  • Meet auditor requests as assigned
  • Assisting County’s Property Manager in performance and summation of annual county inventory process
  • Process utility billing for the County’s water and wastewater utility customers.
  • Address utility customers’ questions
  • Assist the pre-audit, disbursement and reporting of payroll for all Board of County Commissioner’s employees.
  • Assist and administer the pre-audit and disbursement of all county funds to ensure all expenditures are legal, budgeted, and in compliance with county purchasing policies and procedures.
  • Oversight of County’s internal grant portal to ensure reports and reimbursement requests meet deadlines.
  • Pre-audit and properly record all revenues of the county, including taxes, grant funds, charges for services and other sources.

Cross-training duties to include (but not limited to):

  • Entering of receipting data
  • Entering of payables transactions (and pre-audit)
  • Processing of payables checks
  • Entering of payroll data
  • Completion of fuel tax refund requests
  • Bank reconciliations
  • Fulfilling some public record requests
  • Other duties as assigned by Finance Director or Clerk of Court

Qualifications

This is a position requiring a moderate level of understanding of financial accounting principles and policy adherence.  Preference may be given to individuals with governmental experience.  Strong computer skills with an understanding of accounting software is required.  Familiarity with Adobe and Microsoft Office software is a necessity.

A Bachelor degree from a four-year college or university with major course work in accounting, finance or related field.  May substitute for four (4) years of work experience.  Government accounting experience preferred.  Typing at a speed acceptable to department needs may be required.
